Director Antwan Phillips

Antwan Phillips serves as the Position 9 At-Large City Director. He was elected to his first term in November 2020. A proud native of Little Rock, Phillips is a graduate of John L. McClellan High School. He went on to earn a degree in American Politics from Bowdoin College in Brunswick, Maine, before returning to his hometown to obtain his Juris Doctor from the University of Arkansas at Little Rock William H. Bowen School of Law.

Phillips has practiced law for over a decade at Wright, Lindsey & Jennings LLP, where he is a partner. His practice areas include trucking litigation, dental malpractice, municipal and governmental relations, and sports law, including Name, Image, and Likeness (NIL) representation.

A recognized leader and changemaker, Phillips was named one of Arkansas Business’s “20 in their 20s” in 2013 and “40 Under 40” in 2020. He has also been honored as one of the 200 Most Influential Arkansans by Arkansas Business.

Phillips is deeply committed to public service and civic engagement. He has served on the boards of Big Brothers Big Sisters of Central Arkansas, the Little Rock Public Education Foundation, the Little Rock Area Public Education Stakeholder Group, and the Pulaski County Imagination Library. He co-chaired the Think Big Little Rock strategic planning initiative, aimed at enhancing quality of life in Little Rock and surrounding communities. In 2017, Phillips and fellow McClellan High School alumni founded the Friends and Alumni of McClellan Foundation to provide scholarships for graduating seniors. In 2018, he launched the Rock the Culture podcast to foster dialogue on issues impacting Central Arkansas and the culture of Little Rock.

Phillips has been a leading advocate for tenant protections, authoring the Tenant Rights Ordinance and creating a framework that enables the City of Little Rock to hold landlords accountable for violations of building codes and minimum living standards. He has also sponsored infrastructure through allocation of millions of dollars toward revitalization efforts in the John Barrow, 12th Street, South End, and Southwest Little Rock neighborhoods.

Phillips has also played a key role in advancing economic development initiatives that have resulted in the creation of more than 11,000 jobs. He established the Small Business Advisory Council to recommend policies supporting local entrepreneurs and small business owners.

He is a strong supporter of cultural and entertainment initiatives, including the River Market Live! concert series, which brings free live music to Downtown Little Rock. Phillips was instrumental in bringing major developments such as TopGolf and The Hall, a concert venue, to the city.

In addition to his role as City Director, Phillips serves as a commissioner on the Little Rock Advertising and Promotion Commission and as chair of the Downtown Density Committee.

Phillips and his wife Taneesha have been married for over a decade and are members at New Creation Bible Church.
